The Scottish Parliamentary Working Group on Tenement Maintenance which addresses the condition of Scotland’s buildings and maintaining our built heritage, has published provisional recommendations that it sees as pivotal to improving how owners and landlord’s maintain the communal aspects of their property.
The working group has proposed plans to introduce owners’ associations, sinking funds and five yearly inspections.
The interim recommendations that have been published are a welcome step forward, as since the well-publicised failure of the of the statutory notice scheme in Edinburgh there has been little progress made in relation to implementing a process which helps owners to maintain the common elements of their building.
